TotalCare IT to Help Idaho Municipalities Address Cybersecurity Gaps Following MS-ISAC Funding Changes

Boise, Idaho — March 11, 2026 — TotalCare IT today announced a new initiative to help municipalities across Idaho maintain critical cybersecurity protections following recent federal funding changes affecting the Multi-State Information Sharing and Analysis Center (MS-ISAC).

In 2025, the U.S. Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA) reduced approximately $10 million in federal funding that supported MS-ISAC cybersecurity services for state, local, tribal, and territorial (SLTT) governments. As a result, the long-standing cooperative agreement supporting those services will end on September 30, 2025, shifting many previously free cybersecurity tools to a paid, subscription-based model.

For many municipalities, these changes create immediate challenges. Cities and counties that previously relied on MS-ISAC programs for services such as endpoint detection, threat monitoring, and security alerts must now identify alternative solutions while working within tight public-sector budgets.

TotalCare IT is launching a program designed to help local governments maintain those protections without requiring large new technology investments or additional cybersecurity staff.

“Municipalities are responsible for protecting critical infrastructure and sensitive citizen data, but many operate with small IT teams and limited budgets,” said Chelsea Zimmerman of TotalCare IT. “With the MS-ISAC funding changes, a lot of cities are suddenly being asked to replace important cybersecurity protections. Our goal is to help them do that in a way that is practical and affordable.”

Through a partnership with cybersecurity platform provider Todyl, TotalCare IT is helping municipalities implement a consolidated security platform that includes endpoint detection and response (EDR), centralized logging, and managed threat monitoring. This approach allows smaller IT teams to maintain visibility and incident response capabilities without deploying and managing multiple security tools.

The initiative also aims to help municipalities address increasing cybersecurity expectations tied to regulatory and operational requirements. Many local governments must now consider frameworks related to HIPAA for emergency services, EPA guidance for water systems, election infrastructure protections, and new federal incident reporting requirements such as CIRCIA.

“Cybersecurity expectations for local governments continue to grow, but the resources available to them often do not,” Zimmerman said. “We want to make sure municipalities across Idaho still have access to the protections they need.”
